The Greater Milwaukee Foundation has received a $1 million grant to its MKE Responds Fund from the Robert Wood Johnson Foundation as part of the national philanthropy's $50 million effort to provide humanitarian aid to help some of the families and communities feeling the greatest strain under the COVID-19 health emergency.

"We are honored to be chosen by the Robert Wood Johnson Foundation for this award and very encouraged to be attracting this significant investment to our community," said Ellen Gilligan, president and CEO of the Greater Milwaukee Foundation. "This grant is an acknowledgement of the Foundation placing racial equity at the forefront of our work and a reflection of the collective approach our region and partners have embraced to address the pandemic and ensure that our efforts focus on identifying and addressing the systemic inequities that have resulted in the tragically disparate impact of this crisis on communities of color.”

GMF organized and is helping lead a cross-sector coalition to strategically, equitably and rapidly respond to the COVID-19 outbreak in our region. This MKE Civic Response Team is developing new systems to identify greatest needs, align resources and coordinate relief efforts around the critical and intersecting priorities of food, housing/shelter, physical health, mental health, early childhood education and K-12 schools to ensure greater Milwaukee’s economic recovery and overall well-being now and in the future.

The MKE Civic Response Team is focusing specific attention on the disproportionate impact the pandemic is having on communities of color in and around Milwaukee. The already present health and economic inequities that especially disadvantage black and Latinx residents predispose these communities to severe illness from COVID-19, which has led to an elevated death rate. The Robert Wood Johnson Foundation’s commitment will mean more resources can be dedicated to reducing those negative outcomes.

Joining the Foundation in providing key leadership for the MKE Civic Response Team are United Way of Greater Milwaukee and Waukesha County, Zilber Family Foundation, City of Milwaukee, Medical College of Wisconsin, Bader Philanthropies, Teach for America, Milwaukee Public Schools and Milwaukee Succeeds.

Among the resources GMF brings to the coalition is the MKE Responds Fund, which supports Milwaukee-area organizations providing relief and recovery efforts for communities disproportionately impacted by the health and economic consequences of the coronavirus. Including the Robert Wood Johnson Foundation grant, the Fund has now received more than $3.2 million in gifts and commitments. To-date, the Fund has made more than $850,000 in grants to community organizations.

In addition to the MKE Responds Fund, Foundation donors have recommended nearly $900,000 in grants directly to COVID-19-related causes. The Foundation has awarded more than $1.8 million in Board-directed grants directly to COVID-19-related causes in addition to the MKE Responds Fund. Taken together, the Foundation’s total commitment to COVID-19 relief in our region through donor, Board and external gifts through GMF is over $5.5 million and is continuing to grow.

The enduring work ethic and spirit of determination that so often define the greater Milwaukee community are once again rising to meet the extraordinary challenges the COVID-19 pandemic is presenting for all people in all places.

To help alleviate the profound impact the coronavirus outbreak is having on Milwaukee and beyond, a group of philanthropic partners today announced their coordinated approach to identifying greatest needs and quickly activating funding support and volunteer resources for maximum community impact.

The people and nonprofits who serve local communities are facing mounting obstacles and disruptions to their missions, just as the people who rely on those services need them most. Sustaining their essential work amid economic strain, physical distancing and increasing demand requires innovative solutions that mobilize resources and support the most effective strategies for today’s unprecedented challenges.

Driven by this necessity, the philanthropic partners have come together to align resources that complement the ongoing work of experts in public health and government while increasing the capacity of local agencies and programs on the front lines of the pandemic to do the greatest good. Building on the investment each of the partners already is making in addressing urgent issues, the collaboration will help ensure resources are provided in a coordinated and strategic manner in response to immediate needs while also planning for the long-term recovery of the community. The intent is to leverage resources jointly and more effectively provide needed service to individuals, families and organizations.

To-date, the partners have raised $1.2 million and counting toward the response effort.

The partnership also is developing a method for community engagement to keep apprised of emerging needs and inform resource deployment. Among the needs already surfacing as most critical are access to food, housing and shelter, and medical needs.

Initial community partners include:

No one is alone in this effort. Together, the greater Milwaukee community can persevere through today’s anxiety and hardship to emerge thriving as a region and a people.

Partner statements
“Public health has been our primary focus, but the pandemic also has affected thousands of people by disrupting their lives and creating economic hardships. In our community, there are lots of concerned and generous people who are ready to help,” Milwaukee Mayor Tom Barrett said. “Working together, we can make sure the greatest needs are addressed in a coordinated and thoughtful way. I appreciate the work of all the partners who have joined together.

“Though our community faces both uncertainty and adversity caused by the evolving COVID-19 pandemic, the philanthropic community is leaning on its long history of compassionate generosity and commitment to the health and well-being of greater Milwaukee to guide our cooperation today,” said Ellen Gilligan, president and CEO of the Greater Milwaukee Foundation. “Our certainty that we are greater together is a powerful catalyst for today’s solutions, and we will continue to work collectively to protect our community’s health, economy and quality of life.”

“Every day I hear from members of our community who ask one simple question: ‘What can I do to help?’” said Amy Lindner, president & CEO of United Way of Greater Milwaukee & Waukesha County. “We are so grateful to everyone who has contributed to our Urgent Needs Fund, as well as offered their volunteer services. Our top priorities continue to be getting supplies and money to nonprofits that are continuing to serve clients, as well as meeting other urgent needs in our community. In these unprecedented times, United Way is proud to stand alongside so many great organizations to help those in need. Together, we are showing the world that we are at our very best when we Live United.”

“Brewers Community Foundation and Milwaukee Brewers Baseball Club are appreciative of the effort put forth by the Greater Milwaukee Foundation and United Way for identifying resources and coordinating efforts among philanthropic partners to address this critically challenging need,” said Cecelia Gore, executive director of Brewers Community Foundation. “Clearly, COVID-19 impacts the entire community and is proving to be extremely challenging for our most vulnerable population. As we tackle our individual issues, joining with others to positively impact those in need provides an opportunity to demonstrate a deep care and concern for our community. It is my hope that others will join us in raising needed dollars to address immediate pressing needs.”

“At this unprecedented time of challenge, we need to take bold and decisive action,” said Dr. John Raymond, Sr., president and CEO of the Medical College of Wisconsin, which is home to the Advancing a Healthier Wisconsin Endowment, a statewide health philanthropy. “As health care providers and public health experts across Wisconsin strive to bring testing to the front lines and to flatten the curve of the spread of COVID-19, this funding is badly needed for the health and well-being of our citizens and the communities that need us the most.”

“This public health crisis is an unprecedented event already impacting our community,” said JoAnne Anton, director of giving for Herb Kohl Philanthropies. “As the situation rapidly evolves, this group of dedicated community partners is rapidly responding with much-needed support. We humbly join this unified effort, applaud the leadership and stand in heartfelt solidarity with our entire community.”

“In these challenging times, business and community collaboration is more important than ever. By working together, a ripple of extraordinary events will be set in motion,” said Eric Christophersen, president, Northwestern Mutual Foundation. “As needs continue to grow and evolve, we are committed to providing critical resources to the members of our community who need it most.”

“The Burke Foundation stands together with others in supporting the MKE Responds Fund to help those most impacted by COVID-19,” said Tina Quealy, executive director, Burke Foundation.

“Milwaukee Public Schools is extremely grateful to the philanthropic community in the city of Milwaukee. We appreciate how the community is stepping up to help support the students and families of Milwaukee Public Schools during this challenging health emergency,” said Dr. Keith P. Posley, superintendent of schools, Milwaukee Public Schools. “Our collective efforts will address some of our families’ most basic needs.”

“Through this collaboration, we are able to deploy resources quickly to meet the immediate needs of those most affected by COVID-19,” said Gina Stilp, executive director of the Zilber Family Foundation. “In times of crisis, it’s more important than ever to ensure organizations serving the most vulnerable populations have the resources they need to operate at full capacity.”

“Bader Philanthropies is fully committed to meeting the basic needs of people of all ages – today, tomorrow and in the days to come,” said Daniel J. Bader, president/ CEO for Bader Philanthropies. “As we bear witness to this historic time, we are inspired by the selfless acts of humanity and kindness from Milwaukee’s school faculty to health care providers, to countless colleagues around the globe who are using technology to maintain social distance, while staying mission focused.”

A multi-pronged approach is necessary to strengthen the early childhood education system in Milwaukee, according to a comprehensive report commissioned by the Greater Milwaukee Foundation that found half of all Milwaukee children lack access to the early childhood education needed to support their future success.

Read the full, interactive report: A Seat at the Table – Ensuring Equitable Access to Early Childhood Education in Milwaukee

“We sought this needs assessment to inform the Foundation’s strategic investments, with a goal of furthering equitable access to high-quality, affordable early childhood education that meets families’ needs,” said Ellen Gilligan, Foundation president and CEO. “Considering the extent of inequities shown, the findings give rise to a broader community imperative to change this system so our youngest children have the best start possible in life.”

To understand issues impacting early childhood education (ECE) access, IFF researchers used provider and population data as well as conversations with families of young children in diverse neighborhoods across the city. Families seeking services encounter a range of barriers – limited quality, high cost, scarcity of programs serving infants and toddlers, insufficient hours of operation, restricted geographic access. Communities of color are especially affected.

The research found:

Overall, Milwaukee has 47,000 children under age 6, and the ECE system is not large enough to serve them. What’s more, only one in three Milwaukee children live in a community with equitable access to ECE. Milwaukee’s history of racial segregation has created neighborhoods with varying levels of access to key services, including high-quality ECE. In some neighborhoods, families have more access because ECE providers are closer or larger. In other neighborhoods, families have less access because ECE providers are farther away or smaller. This uneven distribution of providers across all neighborhoods magnifies the problem of insufficient supply.

To ensure equitable access, community-focused strategies must be implemented. The Foundation plans to focus its initial investments on infant and toddler care access and affordability and has established an Early Childhood Education Fund to help support partners and implement the work.

The long-term benefits include improved outcomes for children, such as increased high school graduation and college attendance rates, fewer interactions with the criminal justice system, as well as increased rates of employment and higher earnings as adults. It’s estimated that for every $1 invested in high-quality ECE programs, Milwaukee will likely see a $9 return.

The Greater Milwaukee Foundation has been paying close attention to those changes, especially those which will likely impact charitable giving. We now know that the standard deduction for taxpayers roughly doubled, which will substantially reduce the number of taxpayers who have sufficient deductions to itemize. (And if you can't itemize, you will not receive a tax benefit from making a charitable contribution.) So we thought it might be helpful to offer some ideas to consider in your 2018 giving.

What changes were made that potentially impact charitable giving?

For 2017, the amounts were $12,700 and $6,350, respectively. This increase in the standard deduction, coupled with significant limitations on the deductibility of state and local taxes (including income, sales and real estate taxes) and the elimination of certain other deductions, will substantially reduce the number of taxpayers who have sufficient deductions to itemize. Taxpayers who take the standard deduction, instead of itemizing, are unable to deduct their charitable contributions.

By making a multi-year charitable gift to an organization in one year, you may have enough deductions to get above the standard deduction threshold and deduct your charitable gifts. Of course, you need to have the resources to do this and you should communicate with the nonprofit to ensure it understands that your gift is for two (or more) years of annual gifts. In future years, you make no charitable gifts and take the standard deduction on your income tax return.

It allows you to make a large, tax-deductible gift in one year, but decide in the future—a few days, a year, or longer—when and how to distribute that gift. The money stays with the donor advised fund, which invests it, until you instruct the fund to disburse the money to the charity of your choice. This means that you can still give to your favorite charity on the schedule that you determine- the only difference is that the gift is coming from your donor advised fund.

Make a Charitable Gift from your IRA: If you are age 70½ or older, you are required to take a minimum amount from your traditional IRA annually, even if you don’t need it. When you take the funds, you must include that amount on your income tax return as ordinary income. Instead, you can direct your traditional IRA administrator to make a distribution directly to qualifying nonprofits of any amount up to a total of $100,000 per year. As long as the payment is made directly to the nonprofit, the transferred amount is excluded from your taxable income (and therefore has the same impact as a deduction). A word of caution: this only works if the distribution to the charity is made directly by the IRA administrator, and donor advised funds do not qualify for this benefit. The Foundation has several other options for your gift, including designated funds to specific organizations and field of interest funds to such broad causes as education and basic needs.

Donate Appreciated Securities. If you donate appreciated securities held for more than one year to a donor advised fund or qualifying nonprofit like the Foundation, their value for computing your charitable deduction is the fair market value on the date of the gift, and any appreciation in the securities is NOT subject to capital gains taxes. Even if you do not itemize in that year, or the deduction is limited for other reasons based on your adjusted gross income in that year, you still avoid the capital gains taxes on the built-in gain.
